The experiment of a written constitution to limit government has failed.

The problem is that it is the government itself that interprets the limits on the government imposed by the constitution. Written limits which are left to the government to interpret are powers are bound to be seen as permission to expand governmental power. The constitution is paradoxically used to grow state power.
